ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਬਠਿੰਡਾ ਥਰਮਲ ਦੇ ਚਾਰੇ ਯੂਨਿਟ ਅਤੇ ਰੋਪੜ ਥਰਮਲ ਦੇ ਦੋ ਯੂਨਿਟ ਮੁਕੰਮਲ ਬੰਦ ਕਰਨ ਦੇ ਫੈਸਲੇ ਨੂੰ ਰੱਦ ਕਰਵਾਉਣ ਅਤੇ ਆਪਣੀਆਂ ਸੇਵਾਵਾਂ ਬਚਾਉਣ ਤੇ ਰੈਗੂਲਰ ਕਰਵਾਉਣ ਲਈ ਸਰਕਾਰੀ ਥਰਮਲਾਂ ਦੇ ਠੇਕਾ ਮੁਲਾਜ਼ਮਾਂ ਨੇ ਪੱਕੇ ਲਗਾਏ ਆਪਣੇ ਮੋਰਚੇ ਤੋਂ ਸ਼ਹਿਰ ਵਿੱਚ ਰੋਸ ਮਾਰਚ ਕੱਢਿਆ। ਇਹ ਰੋਸ ਮਾਰਚ ਅੱਜ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦੇ ਦਫ਼ਤਰ ਤੋਂ ਸ਼ੁਰੂ ਹੋ ਕੇ ਫੌਜੀ ਚੌਕ, ਅਜੀਤ ਰੋਡ,ਘੋੜੇ ਵਾਲਾ ਚੌਂਕ ਵਿੱਚੋਂ ਦੀ ਹੁੰਦਾ ਹੋਇਆ ਪਾਵਰ ਹਾਊਸ ਰੋਡ ’ਤੇ ਪੁੱਜਿਆ।
ਇਸ ਮੌਕੇ ਪੰਜਾਬ ਸਰਕਾਰ ’ਤੇ ਵਿੱਤ ਮੰਤਰੀ ਖ਼ਿਲਾਫ਼ ਨਾਅਰੇਬਾਜ਼ੀ ਕਰਦਿਆਂ ਵਿੱਤ ਮੰਤਰੀ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ ਦਾ ਪੁਤਲਾ ਪਾਵਰ ਹਾਊਸ ਰੋਡ ਦੇ ਬੱਤੀਆਂ ਵਾਲਾ ਚੌਕ ’ਚ ਫੂਕਿਆ।
ਜਥੇਬੰਦੀ ਦੇ ਆਗੂ ਅਸ਼ਵਨੀ ਕੁਮਾਰ, ਜਗਰੂਪ ਸਿੰਘ, ਵਿਜੇ ਕੁਮਾਰ, ਗੁਰਵਿੰਦਰ ਸਿੰਘ ਪੰਨੂ ਤੇ ਜਗਸੀਰ ਸਿੰਘ ਭੰਗੂ ਨੇ ਕਿਹਾ ਕਿ ਥਰਮਲ ਬੰਦ ਦੇ ਵਿਰੋਧ ਵਿੱਚ ਉਨ੍ਹਾਂ ਦਾ ਪੱਕਾ ਧਰਨਾ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਦਫ਼ਤਰ ਅੱਗੇ ਲੱਗੇ ਨੂੰ ਅੱਜ ਚੌਥਾ ਦਿਨ ਹੋ ਗਿਆ ਹੈ ਪਰ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਥਰਮਲ ਬੰਦ ਦੇ ਫੈਸਲੇ ਸਬੰਧੀ ਇੱਕ ਵਾਰ ਦੁਆਰਾ ਵਿਚਾਰ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਬਠਿੰਡਾ ਹਲਕੇ ਦੇ ਵਿਧਾਇਕ ਮਨਪ੍ਰੀਤ ਸਿੰਘ ਬਾਦਲ ਜੋ ਵੋਟਾਂ ਦੇ ਪਹਿਲਾਂ ਵਾਰ ਵਾਰ ਵੋਟਾਂ ਲੈਣ ਲਈ ਥਰਮਲ ਮੁਲਾਜ਼ਮਾਂ ਕੋਲ ਜਾਂਦੇ ਸਨ ਹੁਣ ਸਰਕਾਰ ’ਚ ਵਿੱਤ ਮੰਤਰੀ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਉਨ੍ਹਾਂ ਦੀ ਕੋਈ ਸੁਣਵਾਈ ਨਹੀਂ ਕਰ ਰਹੇ। ਜਿਸ ਕਾਰਨ ਹੁਣ ਥਰਮਲ ਮੁਲਾਜ਼ਮਾਂ ਨੂੰ ਆਪਣਾ ਸੰਘਰਸ਼ ਹੋਰ ਤੇਜ਼ ਕਰਨਾ ਪੈ ਰਿਹਾ ਹੈ।
ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਕੱਚੇ ਕਾਮਿਆਂ ਨੂੰ ਆਪਣੇ ਪਰਿਵਾਰਾਂ ਤੇ ਬੱਚਿਆਂ ਸਮੇਤ ਠੰਢ ‘ਚ ਵੀ ਸੜਕਾਂ ‘ਤੇ ਉਤਰਨਾ ਪੈ ਰਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਜੇਕਰ ਉਨ੍ਹਾਂ ਦੀ ਹਾਲੇ ਵੀ ਕੋਈ ਗੱਲ ਨਾ ਸੁਣੀ ਗਈ ਤਾਂ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਉਹ ਸੰਘਰਸ਼ ਹੋਰ ਤੇਜ਼ ਕਰਨਗੇ।
ਇਸ ਮੌਕੇ ਧਰਨੇ ਵਿੱਚ ਜੀ.ਐਚ.ਟੀ.ਪੀ ਕੰਟਰੈਕਟ ਵਰਕਰਜ਼ ਯੂਨੀਅਨ ਲਹਿਰਾ ਮੁਹੱਬਤ ਤੋਂ ਬਲਵਿੰਦਰ ਸਿੰਘ ਕੋਟੜਾ, ਬਲਜਿੰਦਰ ਮਾਨ,ਪਾਵਰਕਾਮ ਅਤੇ ਟ੍ਰਾਂਸਕੋ ਠੇਕਾ ਮੁਲਾਜ਼ਮ ਯੂਨੀਅਨ ਤੋਂ ਸੂਬਾ ਪਧਾਨ ਬਲਿਹਾਰ ਸਿੰਘ, ਟੀ.ਐਸ.ਯੂ ਭੰਗਲ ਗਰੁੱਪ ਤੋਂ ਇਕਬਾਲ ਸਿੰਘ ਤੇ ਹੋਰ ਵੀ ਜਥੇਬੰਦੀਆਂ ਦੇ ਆਗੂ ਮੌਜੂਦ ਸਨ।

Keeping in view the facts and figures given in the news report, the PSPCL and the Government of Punjab should review the decision to close the Guru Nanak Dev Thermal Plant. The report tells us that the Units 3 & 4 have a long life as their Renovation and Modernisation had already taken place. The statistics have also shown that the power generated here is quite comparable in comparison to the plants run by the Public Sector units. It has also been mentioned in the report that there will be a great financial loss to the Punjab in case this plant is shut down.
In addition, several hundred daily waged employees on contract basis will be rendered unemployed. GNDTP, the first Thermal Plant of Punjab (also known as prestigious Baba Bohr Thermal Plant of Punjab) has played a great role in the economic, industrial and agricultural production of the State of Punjab. In fact, it is a great and legendary monument of Punjab after independence. It must be saved and in case any further renovation & modernisation is required, that should be done to keep it running or some other technology can be put here.

 People of Punjab must support the cause in public interest for continuous running of this Plant.


This plant has been named after the first Sikh Guru, Shri Guru Nanak Dev ji.  The foundation stone was laid during 1969 on the occasion of 500th birthday of this great Guru. The first unit of  Guru Nanak Dev Thermal Plant, Bathinda was commissioned and made operational in September 1974 and second in September 1975. The unit number 3 was commissioned in March 1978 and the 4th unit started generating power in January 1979. The four units of Bathinda plant were constructed at a cost of Rs 115 crore, while Rs 229 crore was spent on renovation and modernisation (R&M) of unit I and II from 2004-07 and Rs 465 crore on unit III and IV from 2012-14. Bathinda plant has four units with the other two of 120 MW each.

Plant closure: Engineers to bring out ‘white paper’
Ropar, December 27
The All India Power Engineers’ Federation will bring out a white paper on the Bathinda thermal plant and two units of the Ropar thermal plant being shut down by the state government on the pretext of increasing cost of power generation.
Addressing mediapersons today, federation Chief Patron Padamjit Singh said the state government had distorted the facts while explaining the reasons for shutting down the thermal plants. He claimed that the decision of shutting down the government thermal plants would benefit the private players in this field while the residents of state would suffer in long term.
The state government had failed to protect the interests of the state while signing agreement of power purchase with private companies which was costing Punjab dear now, he alleged.

THROUGH   CHIEF   SECRETARY 

SUBJECT: DEMAND NOTICE SEEKING REVOCATION ALL
THE AGREEMENTS  FOR  PURCHASE OF POWER, SIGNED DURING PREVIOUS REGIME AT EXCESSIVE RATES ;
DEMAND FOR CBI INQUIRY AGAINST PERSONS RESPONSIBLE FOR SIGNING SUCH APOWER AGREEMENTS AGAINST PUBLIC INTEREST ;

Dear Sir,
 Kindly acknowledge receipt of following demand notice from me:-

1. That the “Punjabi Tribune”  dated 23.12.2017 has brought very disturbing features of power purchase agreements signed between the PSPCL (Punjab State Power Corporation Limited and certain manufacturers of solar power, the continuance of which is undisputedly against the public interest, as those agreements envisage purchase of solar power at exceptionally high rate per unit of power. A glaring    instances given is  that  of Azure Solar Plant, from where power was agreed to be purchased @Rs.8.95 per unit. Other instance are of Carlill Energy, and Ecoenergy, G.S. Atwal, Bhuttiwal, Mukatsar, and Sovax Solar, from who solar power was agreed to be purchased @Rs.7.91 per unit. It is astonishing that the PSPCL started purchasing solar power from these units @ Rs.17.91 per unit with effect from 2102-2013. The data given in the news paper reveals that from 2012-2013 to 2016-2017, approximately 328 crore units of power were purchased rom these firms at an aggregate amount of Rs.68.68 crore. Thus, average rate of purchase of solar power from these firms comes to Rs.20.93 per unit of power. It is further revealed by the news paper that Powercom is purchasing solar power from 81 solar plants at an average rate ranging between Rs.3 per unit to Rs.8.70 per unit.

2. That the news paper has categorically alleged that Powercome is still purchasing solar power from certain favourable units at the rate of Ts.17.91 per unit. When analysed in the back drop of the statement made by Finance Minister, Punjab, that Bathinda Thermal Plant has been closed as it produced power at the rate of Rs.11.50 per unit, purchase of power at such excessive price from solar units is nothing but a fraud on the tax payers.  When the aforesaid facts are analyzed in the back drop of latest decision of the Punjab Government to supply power to Industrial Units @ Rs.5 per unit, the only inescapable conclusion is that industrialists are being kept in good humour by bleeding the tax-payers.

3. That it is further pertinent to state that as per the “Punjabi Tribune”, the aforesaid story is based on information received under the Right to Information Act, 2005. The news report is thus authentic.

4. That the “Times of India” news papers dated 24.12.2017 has also published a story under the caption “Punjab orders audit of PPAs signed by SAD-BJP Government”.  It is stated therein that Mr. Sunil Jakhar, President of Punjab Pardesh Congress Committee when contacted alleged that the erstwhile Punjab Government  signed a MOU (Memorandum of Understanding)  on 4.3.2016, agreeing to hike power tariff on a yearly basis to implement “Ujwal Discom Assurance Yojna” (UDAY). According to M. Jakhar, the previous agreement agreed to a 5% hike in power tariff  for 2016-2017 and 9% for 2017-2018. He has alleged that the then Government signed power agreements with Sterile Company  for 1980 MW   Talwndi Sabo Thermal Power Plant , and      with Larson and Tubro doe 1400 MW Rajpura Thermal Plant; and with GVK for 500 MW Gobindwal Sahib Thermal Plant. He has specifically allged that the power purchase agreements with aforesaid companies were signed at exceptionally high  fixed charges, as compared to other thermal plants across the Country for similar capacity and technology.

5. That as per aforesaid report that appeared in ‘Times of India”, Punjab was paying fixed xharges at the rate of Rs.1.35 per unit to Talwandi Sabo Plant, Rs.1.50 per unit to Rajpura Thermal Plant, and Rs.1.93 per unit to Goindwal Sahib Plant, whereas such fixed charges for Mundra Thermal Plant in Gujarat were 90 paise per unit, and for Sasan Thermal Plant in Madhya Pradesh was 17 paise per unit only.

6. That   the facts and circumstances mentioned hereinabove  warrant CBI investigation into the power purchase agreements, including those for solar power, signed by previous SAD-BJP Government. Otherwise too, in view of the corruption element, which cannot be ruled out, all such power purchase agreements, signed for purchase of power at excessive rates are required to be reviewed and revoked, since fraud vitiates these agreements, which are liable to be revoked , in public interest.

 I would therefore, call upon you to immediately order a CBI investigation into the signing of all such power purchase agreements, for prosecuting all those involved therein, and also to revoke all these power purchase agreements with immediate effect, and in case I do not  receive any positive response to the instant demand notice within a period of one month, in that event, I shall be left with no other alternative except to file a PIL in the Hon’ble   High Court, for seeking redressal of my aforesaid legitimate grievance, in public interest. 
 Meanwhile, please acknowledge receipt of this demand notice.
