As per the news item published in The Tribune, Chandigarh on its first page on 5th of November'2017, the National Crime Records Bureau (NCRB) report for 2016 mentions as under: "In 2016, rape accused in 94.6 cases were none other than the victim's relatives, incuding brother, father, grandfather and son, or acquaintances,": the report states. It will not be out of place to mention here that all the cases of this heinous crime committed by strangers, relatives, neighbours or acquaintances are not reported in the media. Every right thinking person will feel shaken by this report.

गैरों के मुकाबले अपनों से कहीं ज्यादा असुरक्षित है आधी आबादी Posted On December - 4 - 2017 इंदौर, 4 दिसंबर (एजेंसी) यौन अपराधों के मामले में देश की बच्चियां और महिलाएं पराये लोगों के मुकाबले अपने सगे-संबंधियों और जान-पहचान के लोगों से कहीं ज्यादा असुरक्षित हैं। राष्ट्रीय अपराध रिकॉर्ड ब्यूरो (एनसीआरबी) की ताजा रिपोर्ट सामाजिक गिरावट के इस रुख की तसदीक करती है। इसके आंकड़े बताते हैं कि वर्ष 2016 में बलात्कार के 94.6 प्रतिशत रजिस्टर्ड मामलों में आरोपी कोई और नहीं, बल्कि पीड़िताओं के परिचित थे जिनमें उनके दादा, पिता, भाई और बेटे तक शामिल हैं। एनसीआरबी की सालाना रिपोर्ट ‘भारत में अपराध 2016’ के मुताबिक देश में पिछले साल लैंगिक अपराधों से बच्चों का संरक्षण अधिनियम (पॉक्सो एक्ट), भारतीय दंड विधान (आईपीसी) की धारा 376 और इसकी अन्य सम्बद्ध धाराओं के तहत बलात्कार के कुल 38,947 मामले दर्ज किये गये। इनमें से 36,859 प्रकरणों में पीड़ित बच्चियों और महिलाओं के परिचितों पर उन्हें हवस की शिकार बनाने के आरोप लगे हैं। वर्ष 2016 में बलात्कार के 630 मामलों में पीड़िताओं के साथ उनके दादा, पिता, भाई और बेटे ने दुष्कर्म किया, जबकि 1,087 प्रकरणों में उनके अन्य नजदीकी संबंधियों ने उनकी अस्मत को तार-तार किया। पिछले साल 2,174 मामलों में पीड़ित बच्चियों और महिलाओं के रिश्तेदार इनसे बलात्कार के आरोप की जद में आये, जबकि 10 हजार 520 प्रकरणों में पीड़िताओं के पड़ोसियों पर दुष्कृत्य की प्राथमिकी दर्ज करायी गयी। 600 मामलों में नियोक्ताओं और सहकर्मियों पर बलात्कार के आरोप लगे। 557 मामलों में महिलाओं ने लिव-इन जोड़ीदारों, पतियों और पूर्व पतियों पर दुष्कृत्य के आरोप लगाए। शादी का वादा कर महिलाओं से बलात्कार के 10,068 मामले दर्ज किये गये। रिपोर्ट बताती है कि पिछले साल बलात्कार के अन्य 11,223 रजिस्टर्ड मामलों में भी पीड़िताएं आरोपियों से किसी न किसी तरह परिचित थीं।

A $30,000 IT job in Canada lured BrahMos engineer Nishant Aggarwal in ISI web

While interrogating Nishant Aggarwal is also learnt to have admitted that he used to regularly chat with another ‘Neha Sharma’ on Facebook.

For Nishant Aggarwal, the lure of a $30,000/month IT job in Canada was too much to resist. So, when as part of the offer, he was asked for “specimens” of his work at the BrahMos missile project, the young scientist immediately complied.

That proved to be the folly of Nishant, the engineer with BrahMos Aerospace Pvt Ltdwho was arrested for sharing crucial details of the supersonic missile project with Pakistani agents.

Canada-based ‘Sejal Kapoor’, with whom Nishant chatted regularly on Facebook, then invited the engineer to interact on LinkedIn. Later, she sent a ‘link’ to Nishant so that he could chat with her seniors too. When he clicked the link, a malware was downloaded in his computer. Using the malware, substantial data was stolen from Nishant’s computer.

In the panchnama, however, ATS officials mentioned that Nishant told them that ‘Sejal Kapoor’ used to chat from the Facebook profile of ‘Pooja Ranjan’.

During his interrogation, Nishant is also learnt to have admitted that he used to regularly chat with another ‘Neha Sharma’ on Facebook. While his chat remained restricted to only a few times with ‘Neha’, whose link has been traced to Pakistan, Nishant had spent considerable time chatting with ‘Sejal’.@ET

ਇਹੋ ਨਹੀਂ, ਉਨ੍ਹਾ ਪਾਸ ਨਾ ਆਪਣੀ ਕੋਈ ਕਾਰ ਜਾਂ ਮੋਟਰ ਸਾਈਕਲ ਤੇ ਨਾ ਹੀ ਮੋਬਾਇਲ ਹੈ। ਉਹ ਸਰਕਾਰੀ ਗੱਡੀ ਵਿੱਚ ਸਫ਼ਰ ਕਰਦੇ ਹਨ ਤੇ ਲੈਂਡ ਲਾਈਨ ਟੈਲੀਫੋਨ ਦੀ ਵਰਤੋਂ ਕਰਦੇ ਹਨ। ਅਚੱਲ ਸੰਪਤੀ ਦੇ ਤੌਰ 'ਤੇ ਉਨ੍ਹਾ ਨੂੰ ਵਿਰਸੇ 'ਚੋਂ ਮਿਲਿਆ ਇੱਕ 888.35 ਵਰਗ ਫੁੱਟ ਦਾ ਪਲਾਟ ਹੈ, ਜਿਸ ਵਿੱਚ ਉਸ ਦੇ ਭਰਾ ਤੇ ਭੈਣ ਵੀ ਹਿੱਸੇਦਾਰ ਹਨ।
ਉਨ੍ਹਾ ਦੀ ਪਤਨੀ ਪੰਚਾਲੀ ਭੱਟਾਚਾਰੀਆ 2011 ਵਿੱਚ ਇੱਕ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀ ਵਜੋਂ ਰਿਟਾਇਰ ਹੋਈ ਹੈ। ਉਸ ਦੇ ਪਾਸ ਤਨਖ਼ਾਹ ਦੀ ਬਚਤ ਵਿੱਚੋਂ ਜੋੜੇ 9 ਲੱਖ ਦੇ ਕਰੀਬ ਫਿਕਸ ਡਿਪਾਜ਼ਿਟ, 2 ਲੱਖ ਦੇ ਕਰੀਬ ਦੋ ਸੇਵਿੰਗ ਬੈਂਕ ਖਾਤਿਆਂ ਵਿੱਚ ਅਤੇ 20 ਹਜ਼ਾਰ 140 ਰੁਪਏ ਨਗਦ ਹਨ। ਇਸ ਤੋਂ ਇਲਾਵਾ 2 ਤੋਲੇ ਸੋਨਾ ਵੀ ਹੈ।

ਅੱਜ ਜਦੋਂ ਕਿਸੇ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਧਾਇਕ ਦੀ ਤਨਖਾਹ ਵਧਾਉਣ ਦਾ ਬਿੱਲ ਲਿਆਂਦਾ ਜਾਂਦਾ ਹੈ ਤਾਂ ਨਿੱਕੀ-ਨਿੱਕੀ ਗੱਲ 'ਤੇ ਛਿੱਤਰੀਂ ਦਾਲ ਵੰਡਣ ਵਾਲੇ ਵੱਖ-ਵੱਖ ਪਾਰਟੀਆਂ ਦੇ ਆਗੂ ਇੱਕ ਸੁਰ ਹੋ ਕੇ ਹੱਥ ਖੜ੍ਹੇ ਕਰ ਦਿੰਦੇ ਹਨ। ਇਸ ਦਾ ਸਿੱਟਾ ਹੈ ਕਿ ਅੱਜ ਤਿਲੰਗਾਨਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਬੇਸਿਕ ਤਨਖਾਹ ਇੱਕ ਲੱਖ 80 ਹਜ਼ਾਰ ਰੁਪਏ, ਜੋ ਭੱਤੇ ਪਾ ਕੇ 4 ਲੱਖ 10 ਹਜ਼ਾਰ ਰੁਪਏ ਬਣ ਜਾਂਦੀ ਹੈ ਤੇ ਇਸੇ ਤਰ੍ਹਾਂ ਦਿੱਲੀ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਬੇਸਿਕ ਤਨਖਾਹ 1 ਲੱਖ 55 ਹਜ਼ਾਰ, ਗੁਜਰਾਤ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਤਨਖਾਹ 1 ਲੱਖ 92 ਹਜ਼ਾਰ ਤੇ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਤਨਖਾਹ 1 ਲੱਖ ਰੁਪਏ ਮਹੀਨਾ ਤੱਕ ਪੁੱਜ ਚੁੱਕੀ ਹੈ।
ਪਰ ਤ੍ਰਿਪੁਰਾ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਤਨਖਾਹ 26315 ਰੁਪਏ, ਆਪੋਜ਼ੀਸ਼ਨ ਆਗੂ ਤੇ ਮੰਤਰੀਆਂ ਦੀ 25890 ਰੁਪਏ ਤੇ ਵਿਧਾਇਕਾਂ ਦੀ 24200 ਰੁਪਏ ਹੈ। ਮਾਨਿਕ ਸਰਕਾਰ ਦੀ ਸਾਰੀ ਤਨਖਾਹ ਪਾਰਟੀ ਫੰਡ 'ਚ ਜਾਂਦੀ ਹੈ ਤੇ ਉਥੋਂ ਉਸ ਨੂੰ ਪਾਰਟੀ ਵੇਜ ਵਜੋਂ 5 ਹਜ਼ਾਰ ਰੁਪਏ ਮਿਲਦੇ ਹਨ।

ਇਹੋ ਨਹੀਂ, ਆਪਣੀ ਰੋਜ਼ਾਨਾ ਪਰਵਾਰਕ ਜ਼ਿੰਦਗੀ ਵਿੱਚ ਉਹ ਝੂਠੇ ਦਿਖਾਵਿਆਂ ਤੋਂ ਕੋਹਾਂ ਦੂਰ ਹੈ। ਉਸ ਦੀ ਪਤਨੀ ਮੁਤਾਬਕ ਚਿੱਟੇ ਕਮੀਜ਼-ਪਜ਼ਾਮੇ ਵਿੱਚ ਰਹਿਣ ਵਾਲੇ ਮਾਨਿਕ ਸਰਕਾਰ ਆਪਣੇ ਕੱਪੜੇ ਆਪ ਧੋਂਦੇ ਹਨ ਤੇ ਬੂਟ ਪਾਲਿਸ਼ ਵੀ ਕਰਦੇ ਹਨ। ਉਨ੍ਹਾ ਕਦੇ ਮੈਨੂੰ ਆਪਣੇ ਬੂਟਾਂ ਨੂੰ ਹੱਥ ਤੱਕ ਨਹੀਂ ਲਾਉਣ ਦਿੱਤਾ।

ਮਾਨਕ ਸਰਕਾਰ ਦੀ ਪਤਨੀ ਕਦੇ ਵੀ ਸਰਕਾਰੀ ਗੱਡੀ ਨੂੰ ਨਹੀਂ ਵਰਤਦੀ। ਸਬਜ਼ੀ ਜਾਂ ਸੌਦਾ ਲੈਣ ਲਈ ਉਹ ਰਿਕਸ਼ੇ ਉਤੇ ਜਾਂਦੀ ਹੈ। ਉਸ ਕੋਲ ਕੋਈ ਸੁਰੱਖਿਆ ਗਾਰਡ ਨਹੀਂ। ਸੀਟੂ ਦੀ ਸਰਗਰਮ ਆਗੂ ਹੋਣ ਕਰਕੇ ਉਹ ਜਦੋਂ ਦੂਜੇ ਸੂਬਿਆਂ ਵਿੱਚ ਮੀਟਿੰਗ 'ਤੇ ਜਾਂਦੀ ਹੈ ਤਾਂ ਸੈਕਿੰਡ ਕਲਾਸ ਵਿੱਚ ਹੀ ਸਫ਼ਰ ਕਰਦੀ ਹੈ। ਇਸ ਨੂੰ ਕਹਿੰਦੇ ਹਨ 'ਰਾਜ ਨਹੀਂ ਸੇਵਾ।' ਮਾਨਕ ਸਰਕਾਰ ਇੱਕ ਚਾਨਣ-ਮੁਨਾਰਾ ਹੈ, ਜੋ ਲੰਮੇ ਸਮੇਂ ਤੱਕ ਆਉਣ ਵਾਲੀਆਂ ਪੀੜ੍ਹੀਆਂ ਦਾ ਰਾਜਨੀਤਕ ਰਾਹ ਰੁਸ਼ਨਾਉਂਦਾ ਰਹੇਗਾ। (Courtesy sender and Chand Fatehpuri and the newspaper)
